Our History
The original company, Industrial Testing Laboratory (ITL), founded by UC Berkeley Professor Dan Finch, worked closely with state and federal officials in determining safe and effective lighting for land, air, and sea. Purchased by Calcoast Laboratory in 1988, the lab then acquired its mechanical and environmental testing capabilities. Today, Calcoast-ITL enjoys an internationally recognized reputation of excellence. Over 200 clients, including the U.S. and Canadian governments, rely on Calcoast-ITL.
Since 1949, Calcoast-ITL has advanced automotive lighting and roadway safety testing. From early photometric studies to modern regulatory compliance, our lab has supported innovation and safety for decades. After merging with Calcoast Laboratory in 1988, we expanded into environmental and mechanical testing—becoming a one-stop solution for manufacturers and agencies worldwide.

Mark has led Calcoast-ITL since 1988, guiding the lab as a premier automotive lighting test facility. Starting as a test engineer, he advanced to lead the lighting division and later the company. With extensive experience in photometric testing, regulatory compliance, and expert testimony, Mark also serves on multiple SAE Lighting Committees shaping North American standards.
